Het Amerikaanse State Department heeft plannen aangekondigd om Amerikaanse burgers te verbieden nog langer Noord-Korea te bezoeken tenzij onder strenge voorwaarden. De wetgeving dienaangaande is sinds 1977 (Cuba) en sommige landen in het MO in de 80’s niet meer gebruikt. Publicatie van de details wordt volgende week verwacht.

Daarmee geeft de Amerikaanse regering een indicatie van de mate van serieus nemen van het laatste communistische land ter wereld. Van de 5000 buitenlandse toeristen die jaarlijks Noord-Korea bezoeken zijn circa 800 Amerikaan. Wie na het in werking treden van de ban Noord-Korea nog bezoekt heeft daarvoor speciale toestemming nodig.

De Amerikaanse media zijn verdeeld over de ban. De Washington Post noemt het een terugkeer naar de Koude Oorlog (toen de ban ook gold voor veel communistische landen).

“The safety and security of U.S. citizens overseas is one of our highest priorities,” State Department spokeswoman Heather Nauert said late Friday morning as the ban was announced. “Due to mounting concerns over the serious risk of arrest and long-term detention under North Korea’s system of law enforcement, [Secretary of State Rex Tillerson] has authorized a Geographical Travel Restriction on all U.S. citizen nationals’ use of a passport to travel in, through, or to North Korea.”
Peter Spiro, the Charles Weiner chair in international law at Temple University, said such a policy would be a revival of “area restrictions” that were common during the mid-20th century.
“At various points, Americans were barred from traveling to various communist countries during the Cold War,” Spiro said in an email, noting that the practice went back as far as the 1920s.

Maar na wat de Amerikaanse student Warmbier een paar maanden geleden overkwam wil men in Washington ten koste van alles voorkomen dat de regering-Trump gechanteerd kan worden. Ook de steeds hardere taal uit Pyongjang en de voortdurende rakettests die nu ook met ICBM’s plaatsvinden zijn een argument om te zorgen dat het NoordKoreaanse bewind geen gijzelaars heeft indien het tot een militaire confrontatie komen moet.

In de huidige politieke hysterie in Washington zou de eerste vraag kunnen zijn of de regering-Trump het recht heeft dit te doen. Het Amerikaanse hooggerechtshof heeft zich er voor het laatst over uitgesproken in 1965. Maar dezelfde hysterie die de vraag opwerpt, stelt dus:

I am more worried, however, about reviving the Cold War protocol under which the United States tried to restrict travel to certain countries. Once the State Department gets back into the practice of regularly telling US citizens where they’re forbidden to travel, where will this practice stop?

Het is verstandig, ja, maar moeten we deze president dit zo maar laten doen? Dàt is wat ik hysterie noem.

Today, the ban targets North Korea. Tomorrow: Nobody knows. Now while staying clear of North Korea at the moment may be perfectly sensible, as for the future, and for the rest of the world, that just isn’t sound advice. And in Washington’s New Cold War atmosphere, I think there will be more, rather than less, pressure exerted to avoid outright people, places, and ideas. And this at a time that it seems to me what’s needed is more, rather than less, contact, empathy, an effort at understanding the other side’s position.

Terwijl je vanuit Democratisch perspectief zou verwachten dat een reisverbod naar Rusland in de lijn der verwachting zou liggen. Maar enfin. De BBC berichtte er onder andere over:

In May, two congressmen introduced the North Korea Travel Control bill to cut off the foreign currency the country earns from American tourists. The House foreign affairs subcommittee is scheduled to take up the draft legislation on 27 July but it would still have to go to the Senate. So there could be an executive order. Last month, Secretary of State Rex Tillerson said: “We have been evaluating whether we should put some type of travel visa restriction to North Korea. We have not come to a final conclusion, but we are considering it.” Apart from the treatment of Americans in North Korea, tension has been increasing over Pyongyang’s nuclear programme.

Hoe je het ook wendt of keert, het heeft er alles van weg dat de USA steeds meer stappen tegen Noord-Korea zal nemen, zoals we vorige maand ook al schreven. Gezien de houding en het taalgebruik van het bewind van Kim Jung-un is dat geen heel vreemde aanpak.

In zekere zin is dit ook een bedekt ultimatum aan het NoordKoreaanse bewind: over maximaal zes weken is er nog weinig dat de Amerikaanse regering zal weerhouden daadwerkelijk militair in te grijpen in het land. Eerdere ultimata werden door Pyongjang ook genegeerd, maar hiermee geeft de USA aan daadwerkelijk tot actie te willen over gaan.
