Nadat president Erdogan van Turkije vorige maand aankondigde op 20 juli Cyprus te bezoeken, kwam er direct een onverwacht scherpe reactie uit Brussel.

Dat die reactie onverwacht was, laat onverlet dat het een accurate was. 20 juli is de verjaardag van de Turkse invasie van Cyprus, en een datum die daarom daar gevoelig ligt.

EU chief Ursula von der Leyen on Friday warned Turkey’s leader not to jeopardize a push for better ties with the bloc by inflaming tensions on an upcoming trip to Cyprus.
President Recep Tayyip Erdogan has said he will travel to Turkish-controlled northern Cyprus on July 20 for the anniversary of Ankara’s 1974 invasion that led to the division of the island.
The controversial visit comes as the EU — of which Cyprus is a member — is looking to improve ties with its strategic eastern neighbor after tensions spiked in the eastern Mediterranean last year.
“This is a very sensitive topic for us. And we are very clear that we will of course observe how this visit will go and that we will never, ever accept as a European Union a two-state solution,” von der Leyen told a press conference after an EU summit in Brussels.

Dat er verder geen reactie vanuit Ankara volgde signaleerde dat Turkije deze reactie niet had verwacht. Dat president Erdogan er verder geen aandacht aan schenken zou stond echter vooraf vast, zodat inderdaad gisteren de Turkse president arriveerde in de TRNC, en de Turkse propagandamachine in werking schokte:

President Recep Tayyip Erdoğan gave a speech to the Turkish Cypriot Parliament in Nicosia (Lefkoşa) late Monday, underlining that the Greek side has shown many times that it does not want a real solution to the island’s ongoing problems.

Dat volgens Turkije Griekenland de schuld van alles is mag geen verrassing heten. Dat hij zijn onzalige plan van een tweestatenoplossing op Cyprus herhaalde wel degelijk. Daar is niemand een voorstander van, en ook de Turks-Cypriotische bevolking staat er ambivalent tegenover. Weinigen voelen er voor Heims ins Reich te komen, via de omweg van een federatie van Turkije en de TRNC. Hereniging met Grieks-Cyprus, dat de voordelen van een EU-lidmaatschap kan tonen appelleert meer, maar wordt door Ankara niet toegestaan. Turkije wil onderhandelingen tussen Grieken en Turken, en geen pottenkijkers uit Brussel.

The time has come for the Cyprus talks to be conducted between two states, not two communities, President Recep Tayyip Erdoğan said Wednesday, underlining that the Turkish side is adamant third parties do not intervene in the process.

Dat Cyprus EU-lid is, en de EU van daaruit redenerend staande houdt eigenbelang te hebben bij aanwezigheid wordt hier genegeerd.

Dat wereldwijd niemand de Republiek van Noord-Cyprus (TRNC) erkent, vindt men in Turkije geen probleem – men doet net alsof dat wel zo is, en gaat van daar uit verder..

Nog vóór er uit Brussel een reactie kwam, had Frankrijk zich – ongeveer live reagerend – al opgeworpen als woordvoerder namens de EU:

France on Wednesday accused Turkey’s President Recep Tayyip Erdogan of a provocation after he pressed for a two-state solution for Cyprus during a visit to the Turkish-occupied north of the Mediterranean island. Erdogan also backed controversial plans to partially reopen the “ghost” town of Varosha.
“France deeply regrets this unilateral move which was not coordinated and constitutes a provocation,” the foreign ministry said in a statement.
“It undermines the restoration of the confidence necessary for the urgent resumption of negotiations for a just and lasting settlement of the Cyprus question.”

Een ander pijnlijk punt dat nu speelt is:

[Erdogan] also threw his weight behind plans to partially reopen the coastal resort of Varosha that was emptied of its original Greek Cypriot residents.

Varosha is een geval van ethnic cleansing van vóór die term werd bedacht. De Griekse inwoners werden er door de Turkse soldaten in 1975 uit verdreven en naar Zuid-Cyprus gejaagd.

Een tweede punt van grote onmin met de EU zijn de voortgaande boringen naar gas en olie door Turkije. Vorige maand waarschuwde de EU:

The EU has threatened to impose sanctions on Turkey if it continues “illegal drilling” in waters near Cyprus in the eastern Mediterranean.
The warning came at an EU summit in Brussels. EU Commission President Jean-Claude Juncker called Turkey’s actions “totally unacceptable”.
Turkey launched a second drilling ship – the Yavuz – on Thursday for natural gas and oil prospecting off Cyprus.
The Republic of Cyprus is in the EU, but the breakaway north is pro-Turkey.
The European Council – the EU government leaders – called on Turkey to “show restraint, respect the sovereign rights of Cyprus and refrain from any such actions”.

Gaan we dat meemaken? Tot dusver heeft Brussel zich uitermate angstig getoond president Erdogan de voet dwars te zetten. Sancties tegen Turkije dus nu? Het is iets dat moeilijk voorstelbaar blijft, al is mogelijk dat Frankrijk er stevig op zal aandringen.

“France reaffirms its attachment to the framework endorsed by the UN Security Council, based on a bizonal and bicommunal federation, offering the two communities full guarantees of their political equality,” it said.
The island is divided between the Greek Cypriot-run Republic of Cyprus and the self-declared Turkish Republic of Northern Cyprus, recognised only by Ankara.
Turkish troops seized Cyprus’s northern third in 1974 in response to an aborted coup in Nicosia aimed at attaching the country to Greece.

De respectievelijke posities worden wel steeds duidelijker:

The EU’s foreign policy chief, Josep Borrell, said on Twitter that Erdoğan’s latest move “risks raising tensions on the island and comprising [a] return to talks.”

In another move to expand Turkey’s presence in northern Cyprus, Erdoğan announced plans to build a new government complex that would include a presidential residence and parliament building.

En:

“The Turkish president was mainly trying to score some points at home,” said Wolfango Piccoli, co-founder of risk analysis company Teneo. “The chances of talks to restart were close to zero before and remain zero after the visit.”
Cypriot authorities said they would be briefing the EU and the United Nations Security Council on the matter.

Veel machtelozer dan deze reactie van de Grieks-Cyprioten kun je het nauwelijks maken.

    Wanneer komt de teruggave van Constantinopel op de agenda?, en hoe zit het met de herstelbetalingen voor het eeuwenlang bezetten en met veel geweld leegroven van de Balkan?.
    De slavenhandel van de turken kunnen we dan later in een internationaal tribunaal aanhangig maken.
    Die erfzonde blijft staan.
    Geen dubbeltje en toerist meer naar turkije voor dit is opgelost.

    Turkije heeft illegaal, met militaire macht, het Noorden van Cyprus bezet. Het maakte daar dus vertrekken.

    Cyprus is historisch een onafhankelijk land.

    Zelfs een vraagstuk als dit, kan / wil dat “EU”-konstrukt niet oplossen.
